Why Lake Street? The firm’s name is a tribute to family. Principal Jacqueline Garry Lampert lived on Lake Street in Sioux Falls, South Dakota, during her early childhood and spent most summer weekends at “The Lake,” near Madison, South Dakota. Jacqueline’s Papa (her mother’s father), built a small cottage there, and it became a family gathering place. Both of Jacqueline’s grandfathers inspired her entrepreneurial spirit; her Papa owned and operated several Our Own Hardware stores throughout the Midwest, and her Grandpa Garry was an agent for New York Life, founding a family business that spans three generations and continues today.

Jacqueline Garry Lampert

Jacqueline Garry Lampert is the founder and principal of Lake Street Strategies.

Nearly a decade ago, Jacqueline brought her tax policy and government affairs experience to the health policy world, joining the staff of U.S. Senator Tim Johnson. As health reform efforts were heating up, the Senate Majority Leader asked Jacqueline to join his staff, where, as a key Senate leadership health staff member, she represented the Leader in negotiations to draft and pass the Affordable Care Act. In this role, Jacqueline was responsible for merging health reform legislation passed by two Senate Committees to create the bill that ultimately became the health reform law.

Following her Senate career, Jacqueline joined an integrated payer-provider system, where she honed her expertise on the implications of the Affordable Care Act in the real world. Here, Jacqueline became an expert on the impact of insurance market reforms and the employer mandate on businesses of all sizes. Jacqueline’s ability to break down these technical issues into understandable parts while providing stakeholders a big-picture understanding of the entire law makes her an in-demand speaker for business groups across the country.

Jacqueline holds a Master of Public Policy from Georgetown University and a Bachelor of Science in Communication from Northwestern University. She lives in Bexley, Ohio, with her husband and their two young children.

Jordanna Davis

Jordanna Davis is a Principal with Lake Street Strategies. Jordanna joined Lake Street Strategies after seven years as a Principal at the Sachs Policy Group, a boutique health policy firm in New York City. At Sachs, Jordanna consulted to New York’s largest health systems, hospitals, long-term care facilities, human service agencies, unions, health plans, and technology companies, helping them adapt to the rapidly changing regulatory and market dynamics in the health care system.

Previously, Jordanna worked in the Washington, DC, offices of Senator Russ Feingold (D-WI), where she drafted his State-Based Health Care Reform Act, and Senator Sheldon Whitehouse (D-RI), where she staffed the Senator on the Health, Education, Labor, and Pensions (HELP) Committee during the drafting of the Affordable Care Act. She also drafted legislation on health information technology, health care quality improvement, reimbursement reform, and graduate medical education.

Jordanna has held a number of other positions in the health policy field, including with the Georgetown Health Policy Institute, where she focused on long-term care, and with the Government and Community Affairs Department of the Greater New York Hospital Association.

Jordanna received a Bachelor of Arts, cum laude, from Yale University, and a Master of Public Policy from Georgetown University. She lives in New York with her husband and two daughters.

Sara Steines Newstead

Sara Newstead is a Principal with Lake Street Strategies. She has over a decade of experience in government affairs, policy analysis and design, and health systems transformation.

Prior to joining Lake Street Strategies, Sara served as Executive Director of Population Health Management and Payment Innovation for Children’s Hospital and Health System of Wisconsin (CHHS).  In this capacity, she managed a portfolio of work to assess, develop, deploy, and measure population health management and payment innovation pilots and programs across the health system.

Previous government affairs and policy experience include serving as Senior Advisor on Health Reform for CHHS, health policy advisor to former Senator Russell Feingold (D-WI), and state policy analyst for the American College of Obstetricians and Gynecologists. Sara has lectured on the Affordable Care Act and the evolution of health care delivery systems at national conferences, issue forums, and universities.

Sara earned her undergraduate degree in English at the College of William and Mary, and her Master of Public Policy with a concentration in health policy from Georgetown University. She resides in Milwaukee, Wisconsin with her husband and son.
